A phone reset only works when that number is attached to the account and the Phone option is offered. Start by checking the country code and available alternatives.

What to check, in order

On the official recovery page, select Phone and enter the number with the right country code. Check blocked and filtered texts on the device.

Request a fresh code once, then enter it on the same Roblox screen. If texts fail generally, ask the carrier about delivery.

Use an attached email or other allowed recovery method if available. If you lost the number, explain that in an official support ticket.
One important limit
Do not turn off every security filter or share a code to troubleshoot delivery.
